With the tax-to-GDP ratio already in line with peers and the 2013 budget set to push this ratio even higher, a large part of the medium-term fiscal adjustment will need to come from expenditure restraint. This would help bring the adjustment mix closer to the original program objective—one third revenue, two thirds expenditure. And given that Portugal’s spending is heavily concentrated on pensions and public wages—accounting for about two-thirds of total spending, these outlays will have to be at the center of spending reforms.
